关于国家标准“电子商务平台商家入驻审核规范[EN]”的电子投票意见

近日，绿会研究室收到关于F类投票“电子商务平台商家入驻审核规范[EN]”的电子邮件，邮件中说明：“根据国标委要求，TC563完成对已发布的国家标准进行外文版翻译工作。”现收集委员是否同意将外文版报批国标委的电子投票意见。

绿会研究室与国际部对标准中文文本、报批稿、报批稿翻译说明等文件审阅后，经过多次讨论后，所持意见为：持赞成票，同意将外文版报批国标委。

同时，我们建议将报批稿进行完善及修改后再行报批。修改意见主要涉及语法、标点、格式等内容，具体如下：

1、将报批稿中Foreword处补上内容及标点符号。

第二段，少了本标准的主要起草单位和主要起草人的内容，建议补上；第三段结尾处补上符号“.”

2、将报批稿中Specification for auditing qualification of merchants on E-commerce platform

1  Scope处，“e-commerce” 格式不统一 ，建议改为“e-commerce或E-commerce”。

3.1 -3.7句尾处补上标的符号“.”

3、将报批稿中3.2same merchants

operators selling a same type of products through a plurality of member accounts held by the same natural person or organization.句中的“a” 改为“the”。

4、将报批稿中4.1.2.2  Validity处的词语更改。

Merchants shall provide valid licenses registered and filed by the relevant authorities, and other qualifications and information required by the e-commerce platforms. 句中的“and”改为“or”。

5、建议报批稿中5.1  General qualifications与下文句中出现的用词“basic qualifications”保持一致。

6、将报批稿中5.3.1处的词语更正。

Merchants shall satisfy any of the following conditions:

a)  owing proof documents indicating the ownership of the brand in which it is operated;

句中的“owing”更改为“owning”。

7、将报批稿中5.3.2 处的短语更改。

If the merchants are authorized by a brand letter of authorization, the official seal of the trademark owner shall be affixed.

将句中的“a brand letter of authorization”更改为“brand authorization letter”。

8、将报批稿中5.3.3 处的字符删减。

For some imported brands that for which authorized documents cannot be obtained from the brand owners, the merchants shall provide the Customs Declaration for Import of the Peoples’ Republic of China, on which the brand information marked shall be consistent with the information of  brands operated by the merchants.

句中的“that for which”改为“for which”；将“of  brands”之间空两个字符改为空一个字符，为“of brands”。

9、将报批稿中5.3.3处，词语更改。

In case of any inconsistency between the information of the merchants and the customs declaration in terms of the consignee, consignor, consumer, using/production/sales unit, the first or multi-level full authorization documents authorized by these consignee/consignor, consumer, using/ production/ sales unit to the merchants.

将句中“consignor”改为“consignors”。

10、将报批稿中A.4.2 处的字符删减。

The merchants selling the cosmetics produced by others and covered in the Detailed rules for the implementation of the regulation on Cosmetic Production Licenses  shall provide the Cosmetic Production License as well as the business licenses of the cosmetics producers.

将句中“Licenses  shall”之间的2个字符改为1个字符，为“Licenses shall”。

11、将报批稿中A.5.3 词语更改。

The merchants selling entrusted books and publication shall provide the Publication Business License, and the entrusting parties’ Book Publishing License.

将句中“publication”改为“publications”。
